I had a plumber here today repairing a electric water

Hi--I had a plumber here today repairing a electric water heater. I went downstairs to check a noise; by chance I looked at the circuit breaker and I sore the breaker marked gauge 228 volt was on earlier when the plumber was here and now it is off. Am I crazy--should that breaker be on?

If the breaker is marked correctly it should be on, however I am concerned with the noise.
