My electric water heater isn't working. I replaced both

My electric water heater isn't working. I replaced both thermostats, both heating elements and the power box on the wall but it still doesn't work. I have checked and double checked the wiring to ensure good contacts. Can you give me any idea what is causing this issue.
(Background- When I came back from overseas, my wife indicated that the water had been slowly cooling off and it finally cooled to the point that something had to be done.)

Hi, I'm Mike G and I'll be assisting you. The first thing is to test the feed at the tank for 240V. If there is voltage push the thermal reset buttons adjacent to the temp controls. Let me know if that does it.
