I have a Tork 1103 and the timer wheel is not turning, I can manually turn the wheel and my outside lights come on and I can turn the wheel aganin and they turn off. Any ideas.

Since you definitely have power for the timer, and all connections tight and clean, it appears that the motor has failed and needs replacing.

Quite common with the little motors to fail at some point and that stops the timer from turning the dial.
