Outside panel shut off is humming loudly. It's always hummed

Hi, Mike: Outside panel for spa shut off is humming loudly. It's always hummed a little. The breaker in the panel is a GFI type. It's a 240 V box. The main panel has a 40 AMP breaker. The spa manufacturer recommends a 50 AMP breaker even though the pump housing indicates a it's a 40 AMP motor. Could this be my problem?

Hi, I'm Mike G and I'll be glad to assist you. All circuits should be rated at 80%. A 40A load should have a breaker sized 50A. The noise is the breaker on the verge of tripping. Up size it.
