I installed a floor box in an existing circuit using pigtails. After restoring the power, the receptacle in the floor box does not work although the other receptacles on the circuit do work. When I tested the installation, the test light shows power from the white side of the receptacle to the metal box and from the black side of the receptacle to the metal box, but there is no power between the black and white sides of the receptacle. Please help.

Based on your information, you have a loose neutral on the connection.

Go back to the point where you connected the new cable for the floor receptacle and check the white wire connection.

Make sure you have a good copper to copper contact on the wires, twist them a little around each other, then apply the wire nut.

Even though the other receptacle works, the loose connection is on the outgoing to the floor receptacle

That should get it cleared up.
