I have a ceiling fan im installing I can connect, black but

I have a ceiling fan im installing I can connect white for neural, black for power but I have a green wire on fan and a wire with a red cap in ceiling do I connect the two?

No, the red is another switch hot installed if you wanted to have different switches for the fan and light. The green connects to the bare copper wire or the box, which should be grounded.

The other cable is copper with a red cap on it other than that I have a black and white cable line with white caps respectively. I only have those three lines.

The color of the cap or wirenut makes no difference. If the wire is bare copper, it's the ground and the green connects to it.
