One leg registers 131 volts, the other 108

Hi, I'm Mike G and will be glad to assist you. You have either a bad neutral connection or an issue with the utility at the transformer. Turn off the main breaker an test each hot to each other for 240V and then each to neutral for 120V. Let me know the results.

With the main off there is 240 and 120 on each leg

I turned the breakers on and ran just the AC and the legs went to 118 and 124

I got a couple of voltage spikes on one leg

Was the AC the only thing on?

Test the voltage after the main on the buss ahead of the AC breaker. Pull the AC breaker for inspection of the jaws and buss position. Let me know what you find.
