Solenoid Has to be closed by the MCOR on the foot pedal. Have you checked for voltage at the small terminals on the solenoid when you press the pedal? If there is battery voltage to the small posts from foot pedal, the solenoid needs to be replaced. If no voltage, the MCOR(motor control output regulator) is likley bad.
