When trying to start, do you have spark at the plug? If you have spark, will it fire if you put a teaspoon of fule into the spark plug hole , re-install the spark plug and see if it will start for a few seconds?

Charger typically does what it see with the batteries. Do you have a voltmeter to check the battery voltages? Check each battery, voltages between them should be very close. On 8 volt battery, look for around 8.3 volts, with 12 volt batteries look for 13.5 fully charged.
