Is pedal sticking, or does it move freely as normal? You have a solenoid that is stuck closed, so the system keeps getting voltage to the drive motor. With the Club Car , they use different setups, so you will need to determine which switch or solenoid is stuck. Her is a site with the various solenoid setups, See if you can see yours. The main solenoid from battery pack or the main switch will be stuck closed.

You can use a volt/ohm meter to see if the switch/solenoid is stuck, the solenoid should be open and have no continuity with key off.
