The foot pedal has poteniometer type control. It has to vary the signal to the controller.

Use a volt/ohm meter and see if the signal drops off when pedal goes to floor.

there is no contacts available to get a reading?

You have to probe the wires with sharp end of meter leads or use a pin to pierce the wire for test.
