This is governed by N.J.A.C. 6A:14 (Link: https://www.state.nj.us/education/code/current/title6a/chap14.pdf). Essentially, what that law states is that the school district must provide all "transition related services" that are listed in the student's IEP & if they cannot, they must figure out a way to facilitate someone else to fulfill the student's needs. So, while there is no specific rule allowing or denying a shadow, if the IEP calls for a shadow to assist, then it can be legally enforced.
