You do not need the serial number to deregister. Please log in your Amazon account at the website http://www.amazon.com/manageyourkindle, then click on the Manage your devices option on the left, and deregister the stolen kindle device. That should resolve the issue.
Also, I suggest to change your Amazon account password. Please go to the website:
https://www.amazon.com/gp/css/homepage.html/ref=ap_frn_ya
, then under the Settings section, click on Change Account Settings
, then click on Edit next to Password, then change the password.
