The man in this dream is dressed as if he is an authority figure of some sort, much like a policeman or military officer. He may represent the boss or other authority figure at work who bulled you.
Dreaming about urine represents feelings of rejections that you felt when you worked for this organization. It is a symbolic way of demeaning this man. Even though he suggests it, and initiates, he is allowing you to demean him. Urinating on him involves purification and also releases you from feelings of depression. You have not had complete control of your life and this is a way to express the return of control of your own life. This is what you want and need.
