Do you recall by any chance some of the details ex- is the person someone you perceive as trying to harm you, is it male/female, how are you getting away - running, driving, fighting your way out of a room/on the street...?

These are persecutory dreams and often triggered by anxiety. Of course, to make the most sense of them, it helps to connect the dreams to your wakeful life at the moment.
Being chased by others in a "slummy part of town" could relate to you perceiving yourself trapped in a situation where you've found yourself as though by chance (you had not foreseen it).
Repetitive dreams manifest when 1) there is something that needs to be resolved by you or 2) when your attention is being drawn to something that you may have missed or suppressed. These "thugs" can represent not only people but things such as : circumstances that you feel overwhelmed by at the present time. It would be important to note when these persecutory dreams started and what was happening then and now.
Another way to look at the dream's imagery is to associate each character/scene to be a representation of your psyche. This is common in Gestalt Psychology.
From that perspective, the thugs would represent a part of you that you're trying to avoid i.e. (esteem issues, anxiety, guilt/doubt, etc) Yet, these persist no matter how far and fast you try to run.
