To make the most of the dream it helps to examine it in the context of your current life. Repetitive dreams often occur until a certain issue that the dreamer is struggling with is resolved.
Water is often associated with the unconscious mind as well as cleansing (as in starting anew like through baptism by water) In the scenario where you were driving (a vehicle can also be seen as the dreamer's self not always just as a car in the dream) and the breaks failed, it can be indicative of feeling out of control as though you're affected by external circumstances versus internal resources. Even though the car or you as observing yourself in the dream plummeted to the sea, it may be the minds way seeking a solution to a situation where you feel stuck at the moment in your awakened activities.
Trying to get to the water or swimming in water can be indicative that you nevertheless desire a new start.
