Yes, there is a potential that her behavior can be changed. The real question we'd want to know is why is she attacking her.

1) Are both girls spayed? Either of them recent?
2) What is happening just before the attacks occur?
3) Has your older girl been to your vet for a thorough medical workup to be sure she is not ill? Or, do you know of underlying conditions?
4) Have you had a behaviorist in your home to evaluate their relationship dynamic in person?
