Hi this is Dr. Hill. Is Wallie neutered?

Customer: replied 1 year ago.
Wallie was neutered at a few months old.

How long has he had this behavior?

Expert:  Kelly Hill replied 1 year ago.

It could be a behavioral issue or it could be related to inflammation or an infection of the urinary tract of prostate. My recommendation would be to have a urinalysis and prostate exam with your local veterinarian to rule out a medical issue. If it turns out to be behavioral, then he may need to be crated when not directly supervised. I would also thoroughly clean the areas he has soiled with a product called "Anti Icky Poo". It is an enzymatic cleaner which takes away all of the scent from accidents so that they are less drawn to the same site. It can easily be ordered on Amazon. I have not found it readily available in our local stores. I hope this helps. Please continue to ask questions or post any pertinent information so that I can help figure this out.
