The first thing you should do is thiroughly flush his eyes with either eye wssh or tap water. It msy not help, but please do it in case there is something irritating in the eyes.
It is probably an allergy to either something in the environment or possibly to a food.. A skin parasite is also a possibility.
At home you can try giving Kobe Benedryl. Benedryl is not always effective in dog allergies but it is safe and worth a try. Give one to two mg per pound body weight by mouth 2 or 3 times per day. Use tablets. The liquid tastes terrible..
If he is taking Nexgard, Bravecto, Simparica, or Credelio for flea and tick preventions, then you do not have to worry about any skin parasites..
If Benedryl does not resolve 100% of the itching, I recommend you take him to your vet. If medication for itching and flea control pills do not work, then you may fnd he is allergic to more foods than just chicken.. This can be diagnosed by going food trial with hypoallergenic prescription.

By the way, loratadine is not as likely to help as is Benedryl. Don't give sny Benedryl now..
