in a puppy this young we have to be careful about the things that we are using to treat constipation. The most important thing to do with the increase fluids. So if the puppy is getting milk replacer or water it is important to increase moisture. You can also add in a very small amount of pureed pumpkin or a very small amount of psyllium or Metamucil. Do not use the flavor type. You could add an 1/8 of a teaspoon of psyllium twice-daily or teaspoon of pureed pumpkin to the food.

The other thing is that I would recommend would be massaging the anal area with a warm cloth to make sure to stimulate the area if possible.
