Hello. My name is***** and I am a veterinarian that can answer your question. I understand Tessie is appearing as if there is something in front of her and walking fearfully throughout the house. This does sound like it could be a partial seizure. About how many times a day does this occur?

Ask Your Own Dog Veterinary Question
Customer reply replied 23 days ago
At least 5 to 6 times especially moving from area.
Dog Veterinarian: Scott Perry, Dog Veterinarian replied 23 days ago

This could very well be a partial seizure or what are called intention tremors. Intention tremors are generally occurring only when a dog is in motion, but it also results in a stumbling gait. So if there is no issues with walking and it is only related to the head movements then a partial seizure is likely. A MRI would be the diagnostic test you would want to have performed to confirm this. There are treatment options available for this.

What are the treatment options, and size affect.
Dog Veterinarian: Scott Perry, Dog Veterinarian replied 22 days ago
The main treatment option is to give an oral medication such as phenobarbital or potassium bromide. The main side effect is lethargy, but elevation of liver failures can also be observed, so routine monitoring of the blood work will be necessary every 6-12 months.

It needs to be done by a neurologist, so that is why it is more expensive.
