Thank you for your question about this situation with your girl. Was there any food / cupcake in the holders? These again were the paper ones and not silicone ones?

They were paper and no food just where the cupcake had been with maybe a crumb.

Alright. For a dog her size to eat two paper cupcake holders, I would feel that the risk for a blockage or other issue from it is very small. The body has a very good chance of having these break down and pass through the intestinal tract with no issues. If a lot of cupcake holders were eaten, then they could "glomp" together and form a mass that wouldn't pass very well, but 2 just doesn't seem to be enough. I would in her case give her time and continue to keep everything the same - same food, same feeding, etc.. Just monitor for vomiting as the big possible sign of a problem.
