Hi. My name is ***** ***** I am a licensed veterinarian. I would be happy to help you and Chico today. If he was licking an unknown substance off of the floor and is now acting really abnormal, then I would recommend taking him in to his vet asap. The concern is that whatever he was licking could be a toxin. He needs to have a physical exam done by his vet and possibly some fluids to flush out any possible toxins from his system that he may have licked.
