Since Rory just ate the underwear, I'd induce vomiting if you have 3% fresh hydrogen peroxide (it should bubble and fizzle) so that you don't need to worry about an obstruction. I'd mix 2 teaspoons with bread or yogurt (or something similar). Walk him around and repeat the dose one time in 15 minutes if he hasn't vomited.

Not all dogs will vomit when peroxide is given but most will.

If you're not successful, then monitor his stools over the next 12-24 hours (or longer) for evidence of the underwear. More than likely, it will pass but signs to monitor for signs of an obstruction will be vomiting, disinterest in food, lethargy and/or abdominal pain. Should these symptoms develop, then a vet visit would be a good thing to do.
