He only ate two cough drops and there's no xylitol in them, but they do contain menthol and eucalyptus oil

Friend, a couple of Hall's are not going to be toxic to Charlie; the concern would be Xylitol, but, as you stated they do not contain Xylitol. At worst he may vomit otherwise he will be okay.
