Dog weighs 24 lbs and gel piece is about 3.5 inches long and 1 inch wide

15 minutes ago and he's acting completely normal and playful

This is borderline for sure..... I would go to ER and have them induce vomiting and get this thing out so you don't have to worry about it. It might get stuck and then you are looking at GI surgery....
