Greetings, I'm Dr. Peck, hopefully I might be of some help.

Regardless of the breed / size of your dog ingesting that number of pairs of underwear is very concerning for development of an obstruction. I would suggest seeking assessment of him today with your local veterinarian, including some abdominal x-rays to look for signs of obstruction and/or as a baseline for future monitoring. If seeking veterinary assessment / care is not possible today since it is Sunday, I'd suggest you call your local vet first thing tomorrow morning to get him in, and withhold food in the mean time. If an obstruction develops, as I'd deem as a strong possibility, you are looking at pursuing a surgery to remove the foreign bodies (underwear). In some circumstances a vet may suggest inducing vomiting to try to remove the foreign bodies - this is only a good viable option if presented quickly after the ingestion occurred and the contents are still in the stomach. I don't suggest inducing vomiting at home, this should be done under veterinary guidance.
