My 7 month old puppy is behaving very strangely. She is very lethargic, won't eat or drink. I think she is dehydrated but want to make sure there's nothing else going on. Any ideas?

She is running around here and there, but she will also stop and stand with shaky legs, almost like she has no balance.

Thank you for the video. She appears to have a change in mentation (mental status) as might occur with the ingestion of a prescription or recreational drug or other chemical or perhaps is experiencing absence seizures - a type of complex partial seizure.
