Diabetic dog is having fast breathing, some panting. Last insulin was this morning about 9:30 AM. At just some of his food. Very lethargic. Gave him a spoonful of honey about 1:30. He hasn’t eatin since, but does drink water or broth .

Veterinarian's Assistant: I'll do all I can to help. Could be a lot of things that cause lethargy. The Expert will know how to help the dog. What is the dog's name and age?

Mac French Bulldog/pug 11years old

Normally gets 28 units of insulin, which my husband gave him this morning before he realized he wasn’t going to eat his regular amount.

28 units of insulin is a very high dose for a dog the size of a Frenchie/pug unless he's quite oversized. How much does Mac weigh, please?
