Toy poodle lifting his neck up to breathe. is he dying?

Veterinarian's Assistant: I'll do all I can to help. Is there anything else important you think the Veterinarian should know about the dog?

Two years ago the Vet said he had a leaky heart, but didn/t act like it. He has been normal other than his breathing which started out as a honk, squeaks and other strange noises over time. Now he is not eating, but drinking water, and breathing in hiccup breaths with head up.

I'm going to be very honest here, this type of breathing pattern has me very concerned. If he's struggling to breath by positioning his head like this, then he could be having significant heart related issues. If he had a heart murmur prior, he could be having fluid build up in his lungs and he's positioning himself like this to try and get as much air into his lungs as possible. I'm extremely concerned and I would get him to your vet / an ER clinic now. They can evaluate him and see what can be done.

What can they do about it? He is 12 years old.
Dog Veterinarian: Dr. Bruce, Veterinarian replied 7 months ago

IF it is his heart and there is fluid in his lungs, they can try and start medications to help him get through this / to manage it for some time. It may be a very critical situation that ultimately can't be treated though. That is the unknown.
