I have a German Shepherd that is continually licking his lower back by his tail and he locks it raw. Why is my German Shepherd doing this and how can I treat this problem

I would say the most common reason for this behavior would be flea bite dermatitis. Fleas love to hang out by the base of the tail and it is the most common reason for dogs licking this area. Now the fleas can be difficult to see and sometimes you will find flea dirt which looks like coffee grounds. If there are no obvious fleas, then allergies are another common reason for this behavior.
As far as treatment...you can try bathing more frequently. I usually recommend 2-3 times week. I can also make some suggestions about antihistamines if you provide his weight.

If the antihistamines and bathing are not working...oh and a great flea prevention from a vets office...if you don't use the right flea products, if can really make all the difference as far as a pet recovering from a flea allergy.If he is still not improving then you will likely have to take him in for an exam and stronger medication.
