She is shaking can't breathe well panting walking very slow

Veterinarian's Assistant: Have you looked to see if there is a wound on their foot?

Yes but she gets very tense when I pet her back and back hips

first of all if she is truly in respiratory distress that is am emergency and she should be seen asap. If she just has increased panting but her gum color around her teeth is otherwise pink and she seems stable then we can work through this.
From what you are describing, I would be most concerned about possible back pain or Ivdd , intervertebral disc disease.
So many little dogs, especially if they are really active and jump all around the house up and down from the furniture etc, can injure their backs really easily to a point where they don't want to be touched, they pant, hide, stop eating, whine, etc.

They and to walk very slowly and don't want to run and jump at all.
It I very important that you keep her very rested and calm and ensure that she is able to.walk normally without any weakness or neurologic problems. My biggest concern is regarding the pain. So it would be best if she could be evaluated by a vet and they could confirm the diagnosis. Obviously I cannot examine her and am just going off of your description.
The problem with these pets if that is what is going on, is that they are very painful and in order to treat you would need to get a safe medication from a veterinarian.

Now there could be something else going on also, but that would be the first place that I would start. Do you have a vet close by?

I hope that helps give you some direction. Keep her very wet and rested with minimal activity at this point. Ensure that she is eating and drinking and that the breathing is getting better.
