female dogs can obviously develop urinary tract infections that can cause inflammation and infection around the vaginal area. With that you would probably notice that she is drinking excessively and urinating more frequent. It could however just be a vaginitis and no urinary tract infection present. Either way she is probably very uncomfortable and likely has an infection. This is something that should be treated or it could get worse. Your vet will likely test for a UTI and if negative, treat her symptoms and make sure that there is nothing else going on.
You can certainly try to keep the area clean and dry, gently. You may apply some powder room try to help dry the area out a bit, but again if she is not improving then she should be examined.
