He has one paw with a red blister on top that he has been licking a lot. That paw is also red and irritated between his pads. He lets me touch it and he doesn't act like it is painful.

I can be more accurate for you if I can see what you're seeing. My initial concern is that there's a penetrating foreign body such as a foxtail awn inside the paw. Please see image of foxtails...

I suspect that that "blister" is actually a foreign body abscess. Rooney's vet will want to lance it and search for a foreign body. How quickly did this arise? An abscess should be painful. if this is firm rather than fluctuant as an abscess would be, it could represent a histiocytoma - a benign tumor of dogs most often 5 years or younger. Please let me know if you can depress it which would suggest fluid inside or, instead, it's firm and not compressible.

It's pretty firm and he doesn't pull his paw away or whimper in pain when I press it

Thank you. That isn't consistent with an abscess. A histiocytoma makes more sense. Histiocytomas arise within a day or so and usually manifest as a solitary, rapidly growing, firm, well-circumscribed, erythematous (reddened), raised, alopecic, dermal nodule that ranges from 0.5 to 4 cm in diameter. These can be ulcerated and occur most commonly on the head, ear pinnae (flaps), and legs.

Observation without treatment is reasonable because most lesions regress spontaneously within 3 months. Surgical excision or cryotherapy is curative for lesions that don’t regress spontaneously.
