I'm sorry that your question wasn't answered in a timely manner. Lucky's behavior is consistent with being an intact male who is more prone to an infection inside his prepuce (balanoposthitis) than is a neutered dog. The infection is considered benign but can cause discomfort and prompt the licking you're seeing - an attempt to "clean away" the infection. Additionally, we need to consider masturbatory behavior in these dogs.

Neutering should curb masturbatory behavior while a severe balanoposthitis can be addressed by flushing out the prepuce with an antimicrobial solution such as chlorhexidine which can be done by Lucky's vet. Antibiotics aren't indicated except in the worst of cases. Please respond with further questions or concerns if you wish.
