I think he is around 40 pounds.

The concern would be a possible obstruction. I would try to make him vomit. This is what you can do:

1- Give him 1 tablespoon of hydrogen peroxide orally to induce vomiting.

2- Allow him to walk for a minute and move his belly to mix stomach content with peroxide. If he does not vomit within 5-10 minutes, repeat it again. Can give a total of 3 times 5-10 minutes apart.

3- Please let me know if he vomits. I will on stand bye for the next 20 minutes.

almost an hour and 2 tablespoons of hydrogen peroxide he has not thrown up. He's pooped twice, the second one was pretty watery and he did the weird thing where he drags his butt on the ground but thats it so far

Friend, you were supposed to repeat the peroxide within 5-10 minutes if he did not vomit. At this point I would have him checked by the nearest ER vet and they can try to make him vomit with a medication called apomorphine.

It is too soon for the ball to be causing any symptoms. He probably needs to have his anal glands expressed and for this reason, he is rubbing his butt on the floor.
