Came home and anxious because of storms. Normal behavior. Within minutes he was not able to walk without falling and his eyes are darting back and forth. He is 16 and weighs 60 lbs. what is wrong?

No would. More like his legs are not holding him up. Spreads legs to steady himself. It is like he cannot see. Has head cocked to one side.

He is panting hard and has been like this for about 2 hours. Has hip dysplasia(spelling?). Healthy but has been eating and drinking until tonight. Struggled to get to water bowl and fell into water and flipped himself over. He is a rescue and I have had him since he was 2 months old.

Barkley's nystagmus (eyes flicking back and forth) and head tilt are pathognomonic (specifically indicative) of vestibular (balance) disorders. The most common is idiopathic (or "old dog") vestibular disorder although we also consider a peripheral (involving the middle/inner ear(s)), and central vestibular disorder (involving the brain stem and/or cerebellum). Often thought to be a stroke, it has a much better prognosis for recovery as most dogs progressively improve over the initial two weeks from the onset of symptoms. There's no specific therapy and so treatment remains supportive and symptomatic. We might have to confine these dogs so they won't stumble around and hurt themselves and we place their food and water at easy reach. An antiemetic drug might be prescribed by their vet if dizziness/nausea makes them inappetent.

Would this cause him to have trouble with his rear legs not holding him up? What is an antiemetic drug? We live in a rural area and his. vet is an hour away. Would Benadryl be okay to give to let him sleep. So this is like vertigo?

He's ataxic ("drunken sailor") and doesn't quite know where his legs are. Yes, vertigo is likely at this time. His legs shouldn't be paretic (weak) or paralyzed. An antiemetic is an anti-nausea/anti-vomiting drug such as over the counter dimenhydrinate (Dramamine) which can be dosed to dogs at 2-4 mg per pound of body weight 2-3 times daily.
