Dogs tend to adjust to them nicely. Then you can either use a hook type object to pull him out by the vest, or you can reach down and use the handle to pull him out. I have use cheap ones as well, but they tear with any repeated pulling on the handle. I've had no problems with the Ruffwear brand.
It may be something that he will have to everytime he is on the bulkhead. If there are times he is inside only, you can take it off.

Does he pee on the Ruff Wear one? Is there a way to reposition it?
The alternative, is to be very sure that he has a way to get back up. Is there an easy access for him to get back in?
