My Bichon/Poodle acts like his jaw is hung up and he tries to do something. He will stop for a while then a day later does the same thing. He does it several times in the day.

Linda, you're on the right track. If Toby is repeatedly opening and closing his mouth while twisting his neck and perhaps pawing at his mouth, he needs to have his oral cavity carefully examined for a foreign body stuck in or between his teeth, dental disease - fractures, abscessed tooth roots, and oral lesions such as trauma and neoplasia (cancer). He might need to be lightly sedated by his vet for a thorough exam.
