Customer: my chihuahua has bump on upper and lower eyelid
JA: Where does your dog seem to hurt?
Customer: eyelid
JA: Can you see anything that looks wrong or different?
Customer: there are two bumps on right eyelid. one on the upper eyelid and one (small) on the lower
JA: Is your dog eating normally?

From the picture, these looks like they may be meibomian gland tumors which are common around the margin of the eyelid. When they being to bother a pet, an examination is recommended and possible removal.
