Thankfully, there's nothing toxic in those potato chips but your dog needs free access to water in order to dilute the amount of salt contained in the chips. Panting suggests discomfort which might be alleviated with an over the counter antacid such as famotidine (Pepcid) dosed at 0.25 mg/lb at 12 hour intervals if need be.

Most important, are you seeing bloating of your dog's abdomen? Which breed is your dog, please?
