That appears to be normal pigmentation....some dogs can have changes to the pigment over time. I recommend monitoring this area, which is called his third eyelid, over the next couple weeks to months. It the dark color is new, and if it changes or seems to get larger, it would be wise to see your vet to discuss a biopsy.
