What can I give my small dog so I can clip his nails he refuses to allow it

Unfortunately, there's nothing reliably effective over the counter for your purposes. Antihistamines such as diphenhydramine might sedate him but rarely enough to allow nail cutting of a fearful dog. Benzodiazepines such as diazepam (Valium) are more helpful but still can't be relied upon. Your best bet is the prescription acepromazine from his vet. This is a true tranquilizer that can provide the sedation you need but you're still likely to need help restraining him for the nail cutting. Unfortunately you haven't told me anything I didn't already figured out on my own I was hoping for an old fashion remedy so this did not help me sorry to say
