I'm sorry that your question wasn't answered in a timely manner. Shivering and panting usually indicate pain but additional symptoms are necessary in order to clarify where the pain is coming from. At 17 years of age there's usually more than one disorder present and so a thorough physical exam including diagnostics in the form of blood and urine tests +/- imaging in the form of radiographs or ultrasound should be considered. I regret that it's impossible for me to be more specific for you from here. Such an advanced geriatric dog might well be suffering from chronic renal or hepatic insufficiency as well as neoplasia (cancer). Please let me know if there are any other untoward symptoms at this time - inappetence, increased water intake or output, vomiting, diarrhea, sneezing, coughing, increased respiratory rate, pale mucous membranes of the gums and tongue, lameness, or confusion.
