Good Morning and welcome! I am Dr. Loretta, a licensed veterinarian and I am happy to answer your question.

This sounds more like a congenital defect which is something your puppy was born with and you should have your vet xray him as soon as possible. There may be vitamins or medications that can help your puppy but until your vet knows what could be causing this, it is hard to know. For now, discourage him from walking very much to keep him immobile so the defect does not worsen.
