Without anesthesia, typically it can be done until 5 days of age. After that, it's recommended to wait, and then do it under anesthesia, since there can be boney attachment, and it's an amputation at that point. So, after 5 days of age, it's commonly done when the pup is under anesthesia, such as for a neuter or spay surgery (or the dewclaws can be removed on their own, not necessarily when the pup is spayed or neutered).
