is it safe to use phenylephrine hydrochloride nasalspray 0.125% on my dog with severe nasal congestion?

Yes, but please note that dogs dislike being sprayed in that fashion. You'll have better compliance if you can find a nasal drop with which you would instill a couple of drops into her upturned nostrils. You can also simply remove the "sprayer", take an eyedropper and suck up the liquid and then instill drops of liquid as mentioned.
