My dog just started whimpering (she never does that) & she had a spot over her right ear that was visually pulsating. It was over within a minute.

I'm sorry that your question wasn't answered in a timely manner. Such a transient event is difficult to assess but her vocalizing and pulsing suggests focal seizure. The pulsing might also be a sporadic myoclonus which is defined as sudden contraction of a muscle group such as a facial twitch or limb jerk. This can be benign and mistaken as focal seizure. We need more of a track record to make more sense out of Zooey's behavior. I would simply "watchful wait" at this time and mark your calendar for this event.
