My dog is walking with s tail down and crying and wimpering

My dog is walking with his tail down and crying and wimpering every once on a while. He was fine 2 hrs ago. When I try to move his tail to look, he cries out in pain. Could it be an obstruction? Is their anything I can give him to make his stool looser?
