Your weenie dog's mydriasis (wide open pupils) isn't consistent with the expected cervical intervertebral disk disease (a "slipped disk" in his neck) all too common in his breed. I'm concerned that, instead, you're seeing symptoms of encephalopathy (brain disorder) such a granulomatous meningoencephalomyelitis (GME) which can present in an ocular form and have an acute onset. It would be prudent to have him attended to by his vet at your earliest convenience. Please respond with further questions or concerns if you wish.
